Spending against House members and candidates2022–2026
UDP spent against Summer Lee in the 2022 PA-12 open-seat primary and in the general; she won both. In 2024 it spent against Reps. Jamaal Bowman (NY-16) and Cori Bush (MO-1), who lost their primaries, and against Rep. Thomas Massie (R-KY), who won his. In 2026 it spent against Massie again, and he lost his primary.
The Intercept called Bush’s loss “another victory for a pro-Israel movement seeking to silence critics of Israel’s human rights abuses and its ongoing war on Gaza,” and reported that Wesley Bell’s backers outspent groups supporting Bush roughly 4 to 1.

Of UDP’s and DMFI’s 2026 spending through May, The American Prospect counted “almost $8 million out of a total of $30.66 million” sent to partner and shell PACs, and wrote: “Most of the transfers were disclosed only after voting concluded in the primary races.”

The Forward reported that AIPAC sends donors to candidate pages on its “Pro-Israel Network” site, using donor portals provided by a company called Democracy Engine. Those gifts go straight to the campaigns, so AIPAC PAC’s name does not appear on their reports, and this page cannot count them.

By Jul 17 AIPAC had removed the option to give through its site to endorsees who had voted yes; it did not formally rescind the endorsements. Center for Democratic Priorities, a Delaware corporation formed in October 2025, ran about $6.5M in ads for Haley Stevens in May 2026 and did not report them to the FEC. Ads that don’t expressly call for a candidate’s election or defeat and run more than 30 days before an election can legally go unreported.
Michael Beckel, a money-in-politics expert at the nonprofit Issue One, explained to Mother Jones that groups like this one can skip FEC reporting by avoiding direct endorsements and running ads more than 30 days before an election.

Allies of Mike Rogers, Michigan’s Republican Senate nominee, asked AIPAC not to run its own ads in his race, Axios reported, and AIPAC shelved a finished ad against Abdul El-Sayed. Rogers told Axios: “I welcome any and all support from the pro-Israel community and I’m proud to have their involvement.”
Rogers’ team believed AIPAC’s primary ads had backfired by giving El-Sayed a powerful foil, and Rogers fears the group’s public support could be a liability in the general election, Axios reported.

Questions people ask about AIPAC money
What is AIPAC?
The American Israel Public Affairs Committee is a U.S. lobbying organization focused on U.S.–Israel policy. It does not give to candidates itself. Since December 2021 it has been involved in elections through two FEC committees: its PAC, AIPAC PAC, which forwards donors’ earmarked gifts and makes its own contributions, and United Democracy Project, a super PAC AIPAC has given money to.
Does AIPAC give money to candidates?
Through AIPAC PAC, yes. Since Dec 15, 2021, $118.6M has gone to federal candidates and committees, net of refunds. Almost all of it, $109.9M, was earmarked gifts from individual donors that the PAC forwarded. The PAC’s own checks came to $8.6M, capped at $5,000 per candidate per election.
What is United Democracy Project?
United Democracy Project is a super PAC registered on Jan 3, 2022. It can raise and spend without limits but cannot coordinate with campaigns. AIPAC calls it “the AIPAC-backed super PAC” and gave it $30.0M of the $109.7M it raised in 2025–26. Since 2022, it has spent $117.4M on ads for and against candidates.
What does “earmarked” mean?
A donor gives money to a PAC and says which candidate it is for. The PAC acts as a conduit and must forward it within 10 days. The campaign reports the gift as coming from the individual, with AIPAC PAC named as the conduit, and it counts toward the donor’s $3,500-per-election limit, not the PAC’s.
How much did AIPAC spend in each election?
In 2023–24, $53.7M went to candidates through AIPAC PAC and UDP spent $37.9M on ads. In 2025–26, through Aug 31, 2026, it’s $47.8M through AIPAC PAC and $53.4M in UDP ads, plus $13.1M UDP gave to six partner super PACs.
Who gets the most AIPAC money?
In 2025–26, Senator Susan Collins has received the most through AIPAC PAC: $3.06M from 1,722 donors. Next are Wesley Bell, $2.30M, and Tom Cotton, $1.10M. In 2023–24, Wesley Bell led with $3.17M.
Does AIPAC fund Republicans or Democrats?
Both. Through Aug 31, 233 Republicans received $24.5M and 109 Democrats received $22.0M. That’s 53% to Republicans, compared with 37% at the same point in 2024.
Which races did UDP spend in?
In 2025–26, seven: NJ-11, IL-7, KY-4, MD-5, MI-SEN, MO-1, CA-14. The largest was MI-SEN, at $30.7M. Of the six candidates UDP supported, three won and three lost.
Is AIPAC registered as a foreign agent?
AIPAC is not registered as a foreign agent under the Foreign Agents Registration Act. Some critics, including Rep. Thomas Massie, argue it should have to register. AIPAC says it is “not directed or funded by the Israeli government or any foreign source.”
Why are these numbers different from other trackers?
Some trackers add up career totals from many pro-Israel PACs, including groups AIPAC does not control. This page counts only AIPAC PAC and United Democracy Project by FEC committee ID, by cycle, net of refunds. The totals of everything AIPAC PAC reported giving match its own filings to the cent.
How often is this updated?
Every few hours. AIPAC PAC files monthly, so its gifts appear 3 to 7 weeks after they’re made. UDP’s ad spending appears within a day or two through 24- and 48-hour notices. Every figure on the page shows the date of the latest filing loaded.
Can a candidate refuse or return AIPAC money?
Yes. Campaigns can refund earmarked gifts, and the refunds appear on AIPAC PAC’s filings as negative rows. Seth Moulton received $35K in 2025–26 and refunded $35K. A candidate cannot stop a super PAC from spending for or against them.
How we count
Every figure comes from FEC filings, matched by committee ID, never by name. These are the rules.
- AIPAC PAC money: earmarked gifts it forwarded + its own contributions − refunds and voids, by transaction date, to each person’s own campaign committees.
- UDP spending: independent expenditures for or against a candidate, by the date the ads went out. 24/48-hour notices are deduplicated against regular reports.
- Partner PACs: committees UDP gave to, shown when UDP supplied at least 10% of their receipts.
- Money to party committees, joint fundraising committees, caucus and leadership PACs (shown separately on profiles, never in a total)
- Gifts steered through other platforms, including AIPAC’s donor site on Democracy Engine
- Unreported groups, and donors who merely also give to AIPAC
- Democratic Majority for Israel (DMFI), J Street, NORPAC, Pro-Israel America, Republican Jewish Coalition (RJC)
- Sponsored trips, and lobbying
