Before entering the Senate, Collins worked as a congressional aide, served as Maine’s commissioner of professional and financial regulation, and ran for governor in 1994.
Collins graduated from St. Lawrence University in 1975 and began working as a staff assistant to Senator William Cohen that year. In 1981, Collins became staff director of a Senate subcommittee. Collins served as Maine’s commissioner of professional and financial regulation from 1987, directed a regional office of the Small Business Administration in 1992, and served as deputy state treasurer in Massachusetts in 1993. Collins ran for governor of Maine in 1994 and later became founding director of the Center for Family Business at Husson University.
