WHAT WAS DECIDED

What the Senate was voting on

FROM THE SENATE CLERK AND CONGRESS.GOV
IN PLAIN WORDS

The Senate voted on whether to set aside budget rules under the Congressional Budget Act for S.Amdt. 5804, which would require documentary proof of citizenship to register for federal elections and regular voter-roll checks. S. 2 would provide $70 billion through FY2029 for DHS, CBP and ICE for immigration enforcement, border security and related activities. The motion failed, falling 10 votes short of the 60 needed.

A YES MEANT

Set aside the budget rules under the Congressional Budget Act that S.Amdt. 5804 would otherwise break.

A NO MEANT

Reject setting aside the budget rules that S.Amdt. 5804 would otherwise break.

THE AMENDMENT · S.Amdt. 5804
Require citizen registration and photo ID for federal elections

Requires states to obtain documentary proof of U.S. citizenship before registering people for federal elections and to check voter rolls at least quarterly, using federal databases, and remove registrants verified as noncitizens.

WHERE IT STANDS · WHAT’S NEXT

WHY IT NEEDED 600 VACANT · 100 SWORN
60is three-fifths of the 100 senators sworn in. Waiving a Budget Act limit takes three-fifths of sworn senators, not of those voting.
VP
The Vice President can break ties on simple-majority votes, not on 60-vote ones.
