What the Senate was voting on
The Senate voted on whether to waive budget rules that applied to S.Amdt. 5452, an amendment to S. 2. S. 2 would provide $70 billion through FY2029 for DHS, CBP and ICE immigration enforcement, border security and related activities; the amendment would bar federal funds from supporting a settlement fund and provide $1.7 billion for Justice Department fraud prevention and enforcement. The motion was rejected, falling 45 votes short of the 60 needed.
Set aside the budget rules that S.Amdt. 5452 would otherwise break.
Keep the budget rules in place for S.Amdt. 5452; this is not a vote on the amendment itself.
Bars federal funds, including Judgment Fund money, from supporting the settlement’s Anti-Weaponization Fund or related activities, and appropriates $1.7 billion to the Justice Department for fiscal 2026 fraud prevention and enforcement.
Signed into law on June 10, 2026 as Public Law 119-98, 21 days after it was introduced.
