Why do so few amendments get a vote?

Filing is free; floor time isn’t

Any senator can file an amendment. It only matters if it’s “called up”, and that usually takes an agreement with the leaders.

Filling the tree

The Majority Leader can offer placeholder amendments that take every open slot, blocking others unless the Majority Leader agrees. That’s why the Majority Leader’s totals are so high.

A motion to table

Instead of voting on an amendment, the Senate often votes to set it aside. A yes vote to table is a vote against the amendment.

In the House, the Rules Committee writes a rule for each major bill listing which amendments may be offered and for how long.
