Republican senators are weighing competing proposals to limit the harm of government shutdowns as a partial Homeland Security shutdown continues and another funding fight looms. The proposals would guarantee pay for essential federal workers or trigger temporary funding when Congress misses deadlines.
Republican senators are discussing changes to the appropriations process amid a partial Homeland Security shutdown and concerns about another funding standoff later this year. John Thune plans to pursue a budget resolution intended to support funding for immigration enforcement through reconciliation, while saying he doubts Democrats will agree to that funding. Republicans accuse Democrats of using shutdown threats for political leverage; Democrats reject that characterization and say they are resisting policies they consider damaging. The article notes there is no formal Democratic plan for another shutdown.
Ron Johnson's Shutdown Fairness Act would guarantee pay for essential federal employees during a funding lapse. James Lankford's Prevent Government Shutdowns Act would automatically provide two-week stopgap funding and restrict taxpayer-funded lawmaker travel while Congress works on appropriations. Thune has praised the worker-pay approach and floated adding shutdown-prevention language to a reconciliation package. Speaker Mike Johnson is holding back a Senate Homeland Security funding bill because he wants to wait for a broader reconciliation measure.
