Crapo earned a Bachelor of Arts from Brigham Young University in 1973 and a Juris Doctor from Harvard Law School in 1977. Crapo worked as a law clerk from 1977 to 1978 and practiced law in Idaho Falls during the 1980s. Crapo served in the Idaho Senate from 1984 to 1992, including as Senate president pro tempore from 1988 to 1992.
