Louisiana State Treasurer John Fleming proposes using surplus to pay state's debt down

Louisiana Treasurer John Fleming proposed using part of the state’s $293 million surplus to reduce debt, and also urged a future tax cut. He said the state’s retirement systems are a primary source of its debt.
