Protecting Taxpayers’ Wallets Act of 2025

  • Charge unions for federal time and resources: Agencies would bill each recognized labor organization every calendar quarter for the full employment cost of representatives’ on-duty union time and the value of agency resources used for union business. Payments would go to the agency and then to the Treasury’s general fund
  • Escalate consequences for unpaid fees: Unpaid fees would accrue interest. After 90 days, agencies would stop providing union time and resources and would not be subject to certain union-initiated grievance, arbitration, or unfair-labor-practice proceedings; after 180 days, they would stop payroll allotments for the organization. After 380 days, the organization’s certification as exclusive representative would end unless all fees and interest are paid
  • Set rules for calculating fees: Agencies would value employee time using the employee’s hourly rate, including pay and benefits. They would value other resources using General Services Administration rates where applicable, or market rates, and include only the portion used for union business when resources serve both union and agency work
