Defense Secretary Pete Hegseth said the Pentagon is pursuing action that could reduce Sen. Mark Kelly’s retirement pay over comments Kelly made about refusing illegal orders. Kelly called the move an attempt to intimidate him and said he intends to fight it.
Hegseth said the Defense Department initiated administrative action against Kelly and issued a letter of censure, describing a video urging servicemembers to refuse illegal orders as “seditious.” Hegseth also cited Kelly’s public comments about military operations. He said Kelly has 30 days to respond and that the process will be completed within 45 days.
Kelly said the investigation was an attempt to intimidate him and other members of Congress. In statements on Monday, he said he would fight the action and criticized Hegseth and President Donald Trump. The video also featured Sen. Elissa Slotkin, Rep. Chris Deluzio and Rep. Maggie Goodlander; Sen. Chuck Schumer called the action “political retribution.”

40 OUTLETSHegseth censured Kelly and began proceedings that could reduce his retired military rank and pay after Kelly joined a video urging service members to refuse unlawful orders. Left-leaning outlets frame the possible rank and pay reductions as punishment for Kelly’s speech. Center outlets largely recount the censure and possible consequences alongside Kelly’s objections and legal questions. Right-leaning outlets more often present the action as accountability for Kelly’s call to refuse orders, though some report the dispute descriptively.
