Texas Attorney General Ken Paxton is investigating UnitedHealth Group over allegations that it denied Texans medically necessary care. His office is seeking pre-litigation subpoenas to examine whether the company violated state law.
Paxton said his office is investigating reports of “deceptive and unlawful practices” by UnitedHealth Group and seeking Civil Investigative Demands to gather evidence. His office cited a report alleging the company paid nursing homes to reduce hospitalizations, as well as a case in which an insurer allegedly withdrew approval for a procedure and left a patient with a large bill.
UnitedHealth called the hospitalization report “verifiably false” in a 2025 article. Paxton also opened an investigation into Blue Cross Blue Shield of Texas in late September. He is running for Senate against Texas state Rep. James Talarico while serving as attorney general.
