The longest government shutdown in U.S. history ended after Congress passed a funding agreement, but neither party secured all it wanted. The shutdown left federal workers without pay and disrupted travel and food assistance, while polling showed blame was shared.
The funding agreement provides money for some government programs and extends other funding until the end of January. President Donald Trump signed it after the House passed it; the Senate had passed it earlier. Democrats did not obtain the health-insurance provisions they sought, and Senate Majority Leader John Thune promised a December vote on extending the tax credit at the center of the dispute.
The shutdown disrupted federal workers’ pay, air travel and nutrition assistance. An AP-NORC poll found that about six in 10 Americans assigned substantial responsibility to Trump and congressional Republicans, while 54% said the same of congressional Democrats. The Congressional Budget Office estimated that a six-week shutdown would leave an $11 billion permanent economic loss.
