The inaugural “Carry a Big Stick” Defense Forum in Medora brought together Sen. Kevin Cramer, Sen. John Hoeven, Golden Dome director Gen. Michael Guetlein and moderator Sarah Mineiro to discuss the program and North Dakota’s potential role. Cramer said he wanted to raise awareness of Golden Dome, a proposed layered homeland defense system intended to counter missile and other aerial threats. Cramer and Sen. Dan Sullivan introduced the GOLDEN DOME Act in June 2025 to expand and modernize missile defenses.
Guetlein described evolving threats and said approximately $22.5 billion of the $25 billion provided through reconciliation legislation had been obligated. He also discussed contracts, affordability and collaboration with companies and universities. Hoeven pointed to North Dakota’s military installations, including Minot Air Force Base and Grand Forks Air Force Base, while Cramer said he was optimistic the administration could change the nation’s homeland defense posture by 2028.
