Senators Jeanne Shaheen and Lisa Murkowski introduced bipartisan legislation to bar federal funds from being used to seize or control a NATO ally’s territory without consent. The measure responds to recent Trump administration statements about taking control of Greenland.
The Senate Foreign Relations Committee’s announcement says Shaheen and Murkowski introduced the NATO Unity Protection Act on January 13, 2026. It would prohibit certain Department of Defense and Department of State spending to blockade, occupy, annex or otherwise assert control over a NATO member’s territory without the ally’s authorization or approval by the North Atlantic Council, while preserving U.S. defenses against armed or imminent attack.
The announcement says the bill follows Trump administration statements about possible U.S. control of Greenland, an autonomous territory of NATO ally Denmark. Shaheen said the rhetoric undermines NATO and U.S. security interests; Murkowski said the idea of using U.S. resources against allies should be rejected in statute.
