Sen. John Kennedy’s amendment to add voter ID and citizenship-verification provisions to a Republican immigration-enforcement funding bill failed 48-50 in the Senate. Four Republican senators joined Democrats in voting against it.
The amendment failed during the Senate’s overnight vote-a-rama. It would have directed the Senate Rules Committee to develop legislation requiring voter ID to register and vote in federal elections, limiting voting to Election Day, and requiring ballots to be counted within 36 hours. Kennedy acknowledged that the proposal might not comply with Senate reconciliation rules, but urged senators to consider it.
Thom Tillis, Lisa Murkowski, Susan Collins and Mitch McConnell voted against the amendment. Collins had previously said she would support the SAVE America Act but rejected this version, while Murkowski and Tillis had opposed the proposal. Sen. Alex Padilla called Kennedy’s amendment an “even more extreme version,” and President Donald Trump had previously pressed for passage of the SAVE America Act.
