Kelly is a lawyer and retired major general in the Mississippi National Guard who served as district attorney for Mississippi's 1st Judicial District from 2012 to 2015.
Kelly earned an associate degree from East Central Community College in 1986, a bachelor's degree from the University of Mississippi in 1989, a Juris Doctor from the University of Mississippi School of Law in 1994, and a master's degree from the United States Army War College in 2010.
