Steny H. Hoyer has represented Maryland’s 5th district in the U.S. House since 1981. Not seeking re-election in 2026.
Hoyer served in the Maryland Senate from 1967 to 1978 and was president of the chamber from 1975 to 1978. In the U.S. House, Hoyer served as minority whip from 2003 to 2007 and 2011 to 2019, and majority leader from 2019 to 2023.
Hoyer earned a Bachelor of Science from the University of Maryland in 1963 and a Juris Doctor from Georgetown University Law Center in 1966. Hoyer served in the Maryland Senate from 1967 to 1978 and was president of the Senate from 1975 to 1978. After winning a special election, Hoyer entered the U.S. House in 1981.
