Richard E. Neal has represented Massachusetts in the U.S. House since 1989. Ranking member of the House Ways and Means Committee.
Neal served as president of the Springfield City Council from 1979 to 1983 and as Springfield mayor from 1983 to 1989. From 2019 to 2023, Neal chaired the House Ways and Means Committee.
Neal earned a Bachelor of Arts from American International College in 1972 and a Master of Business Administration from the University of Hartford in 1976; Neal also attended Holyoke Community College. Neal served as president of the Springfield City Council from 1979 to 1983 and mayor of Springfield from 1983 to 1989. From 1984 to 1988, Neal worked as congressional staff.
