A former Army officer, Reed served in the Rhode Island Senate from 1985 to 1991 and represented the state’s 2nd congressional district in the U.S. House from 1991 to 1997.
Reed earned a Bachelor of Science from the United States Military Academy in 1971, a Master of Public Policy from the John F. Kennedy School of Government in 1973, and a Juris Doctor from Harvard Law School in 1982. Reed served on active duty in the Army as an infantry officer from 1971 to 1979, taught as an associate professor from 1977 to 1979, and served in the Army Reserve from 1979 to 1991.
