Gilbert Ray Cisneros, Jr. has represented California’s 31st district in the U.S. House since 2025. Ranking member of the House Subcommittee on Contracting and Infrastructure.
A former naval officer, Cisneros represented California’s 39th congressional district from 2019 to 2021 and served as Under Secretary of Defense for Personnel and Readiness from 2021 to 2023.
Cisneros earned a Bachelor of Arts from George Washington University in 1994, a Master of Business Administration from Regis University in 2002, and a Master of Arts from Brown University in 2015. Cisneros served as a naval officer before entering Congress. Elected in 2018, Cisneros represented California’s 39th congressional district from 2019 to 2021. From 2021 to 2023, Cisneros served as Under Secretary of Defense for Personnel and Readiness.
