Lee Carter earned a Bachelor of Arts from the University of North Carolina at Chapel Hill in 2002 and a Master of Public Policy from the Sanford School of Public Policy in 2006. Before entering public office, Lee Carter worked as a teacher and quality coordinator and served on the Harris County Department of Education Board of Trustees from 2013 to 2019. In 2016, Lee Carter ran for the Texas House of Representatives but did not win selection.
