Elaine G. Luria is the Democratic nominee for Virginia’s 2nd district in the November 3, 2026 election, against Rep. Jennifer A. Kiggans (R), Bishop Staten (I), and Matt Baker (I). Previously represented Virginia in Congress from 2019 to 2023.
A Navy veteran and engineer, Luria served as a naval officer operating nuclear reactors before retiring in 2017 and entering Congress.
Luria earned a Bachelor of Science from the United States Naval Academy in 1997 and a Master of Science from Old Dominion University in 2004. Luria served as a naval officer and engineer operating nuclear reactors, retiring in 2017. After winning election in 2018, Luria served in the U.S. House from 2019 to 2023 and was vice chair of the House Armed Services Committee.
