C. A. Dutch Ruppersberger represented Maryland’s 2nd district in the U.S. House from 2003 to 2025.
Ruppersberger served as an assistant state attorney from 1972 to 1980, on the Baltimore County Council from 1985 to 1994, and as Baltimore County Executive from 1994 to 2002.
Ruppersberger attended Baltimore City College and the University of Maryland and earned a Juris Doctor from the University of Baltimore School of Law in 1970. Ruppersberger served as an assistant state attorney from 1972 to 1980, on the Baltimore County Council from 1985 to 1994, and as Baltimore County Executive from 1994 to 2002.
