Digital assets can be used for payments, traded as investments, or built into blockchain networks, and federal rules can vary by activity. The bill would establish a federal framework for digital commodity markets and address customer protections, illicit finance, and bank activities. It would also restrict Federal Reserve banks’ ability to offer certain services to individuals or issue a central bank digital currency.
