Ratepayer Protection Act
Serving a very large electricity user can require utilities to upgrade the power system. The bill would set a standard for charging qualifying large data and computing customers for the full cost of those upgrades, including if they later stop buying electricity. It would also require utilities to obtain financial backing before making the upgrades and require regulators and some utilities to consider the standard.
