H.R. 2130 · SPONSOR DUSTY JOHNSON R-SD-AL (NOT ON COMMITTEE)

Tribal Trust Land Homeownership Act of 2025

  • Set deadlines for mortgage decisions: The Bureau of Indian Affairs (BIA) would have to complete an initial document check within 10 calendar days and alert lenders to missing documents within 2 days. For complete applications, it would have 20 days to approve or reject residential and business leasehold mortgages, and 30 days for land mortgages and right-of-way documents; rejections must explain the reason in writing
  • Speed up title status reports: The BIA would have to finish certain title status reports within 10 calendar days after approving a mortgage or right-of-way document, or within 14 calendar days after receiving a request for a first report. It would send completion notices to lenders electronically and by mail, unless a lender opts out of electronic notices
  • Give tribes and agencies document access: Federal agencies that make or guarantee mortgages on Indian land and Indian tribes would receive read-only access to portals with relevant land documents in the BIA’s Trust Asset and Accounting Management System
