Unauthorized Spending Accountability Act
- Reduce allocations for unauthorized programs: For a program on the Congressional Budget Office’s annual list of expired or expiring authorizations, the budget allocation for appropriations committees would be reduced by an amount equal to 10% of the program’s appropriations in the year its authorization expires. If it remains unauthorized, the allocation would be reduced by an amount equal to 15% of that same year’s appropriations in each of the second and third following fiscal years
- End programs after three unauthorized years: A program subject to the third-year reduction would end on October 1 of the next fiscal year unless Congress reauthorized it. Remaining unobligated funds could still be used to record, adjust, and pay valid obligations made before termination
- Cover listed and previously expired programs: The schedule would apply to programs listed in the CBO report whose appropriations authorizations expire during the report’s fiscal year. A program funded in FY2026 whose authorization expired before FY2026 would be treated as expiring in FY2026
