Plain Language in Contracting Act

  • Make small-business notices easier to understand: Federal agencies would have to write covered notices so small businesses can easily understand their intent. Notices would need to be clear, concise, and well-organized, and follow relevant best practices when practicable
  • Add useful search keywords: When practicable, each covered notice would have to include keywords that help small businesses find and understand it through the federal government's contracting-opportunity portal
  • Require SBA implementation rules: The Small Business Administration would have to issue rules to carry out the requirements within 90 days after enactment
