Wounded Knee Massacre Memorial and Sacred Site Act
- Places land in restricted fee status: The Department of the Interior must complete the steps needed for the Oglala Sioux Tribe and Cheyenne River Sioux Tribe to own the land in restricted fee status. It remains part of the Pine Ridge Indian Reservation, is not subject to state or local taxes, and cannot be transferred without the consent of Congress and both Tribes
- Protects memorial and sacred-site use: The land must be used as allowed by the October 21, 2022, covenant between the Tribes and maintained as a memorial and sacred site. Commercial development and gaming activity are prohibited
- Preserves existing utility and property rights: Existing private or municipal encumbrances, rights-of-way, easements, restrictions, and utility service agreements remain in effect. The Secretary of the Interior must assign applicable utility and service rights or agreements related to the land
