Modernizing Retrospective Regulatory Review

  • Guide technology-assisted reviews: OIRA would issue guidance on using technology, including algorithmic tools and artificial intelligence, to review existing agency regulations and identify rules that may be outdated, ineffective, burdensome, redundant, inaccurate, or in need of improvement. The guidance would also address training agency personnel to use the technology
  • Require agency review plans: Each agency would submit a plan explaining how it would carry out OIRA’s guidance. The plan would identify rules the agency must review under law or believes would benefit from review, and could include other useful information or analysis
  • Put agency strategies into practice: Each agency would implement its plan’s strategy for retrospective reviews of its existing regulations
