Withhold Member Pay During Shutdowns Act

  • Reduce pay for later shutdown days: For shutdown days after the pay-reduction effective date, each House’s payroll administrator would deduct one day’s worth of a Member’s pay for each 24-hour period of shutdown during a pay period. The effective date is the date of the regularly scheduled November 2026 federal general election
  • Hold earlier shutdown deductions in escrow: For shutdown days from enactment through the effective date, payroll administrators would withhold the same amount from Members’ pay and place it in escrow. Any money remaining in escrow would be released to Members on the effective date
  • Provide payroll administrators Treasury assistance: The Treasury Secretary would provide the House and Senate payroll administrators assistance they need to carry out the pay and escrow rules
