Homeland Security and Further Additional Continuing Appropriations Act, 2026
- Funds most DHS agencies: The law provides fiscal year 2026 funding for many Department of Homeland Security offices and agencies, including Customs and Border Protection (excluding Border Patrol border-security operations), the Transportation Security Administration, Coast Guard, Secret Service, FEMA, and the Cybersecurity and Infrastructure Security Agency. It does not provide funding for U.S. Immigration and Customs Enforcement or the U.S. Border Patrol
- Funds disaster aid and preparedness: The law funds FEMA disaster relief, flood insurance and mapping, and grants for state and local security, emergency management, firefighters, and other preparedness activities
- Covers shutdown pay and obligations: The law authorizes back pay, under current law, for federal employees affected by the partial Department of Homeland Security shutdown that began February 14, 2026. It also approves certain obligations incurred during that shutdown, including costs to protect life and property and wind down government operations in an orderly way
