- Publish one combined minerals-and-materials list: The list would include critical minerals designated by the Secretary and non-fuel minerals, elements, substances, or materials that the Energy Secretary has designated as critical materials
- Update the list after designations change: The Secretary would have to update the list within 45 days after changing a critical-mineral designation or after the Energy Secretary changes a critical-material designation
- Use the latest list in federal programs: Federal departments and agencies administering programs that use the relevant critical-mineral or critical-material definitions would have to use the most recently published list.
