Intelligence Authorization Act for Fiscal Year 2026
- Authorizes fiscal 2026 intelligence funding: The bill authorizes funding for federal intelligence activities, with amounts for those activities set out in a classified schedule. It separately authorizes $674,500,000 for the Intelligence Community Management Account and $514,000,000 for the CIA Retirement and Disability Fund for fiscal year 2026
- Reorganizes federal counterintelligence: The bill would redesignate the National Counterintelligence and Security Center as the National Counterintelligence Center and give it a central role in directing and coordinating federal counterintelligence. The center’s director could direct intelligence agencies to take counterintelligence actions, access their counterintelligence information, and coordinate investigations and damage assessments
- Sets intelligence community technology policies: The bill would require standards to remove DeepSeek and successor applications from intelligence community systems, with exceptions for national security and research. It also calls for community-wide policies on using classified information to train or refine AI models, faster reviews of AI capabilities, technology-adoption measures, and an AI security playbook
