H.R. 261 · SPONSOR BUDDY CARTER R-GA-1 (NOT ON COMMITTEE)

Undersea Cable Protection Act of 2025

  • Limit sanctuary permit requirements for cables: The Secretary of Commerce could not prohibit or require a permit or other authorization for installing, operating, maintaining, repairing, recovering, or keeping an undersea fiber-optic cable in a national marine sanctuary if an active federal or state license, lease, or permit authorizes that activity
  • Keep interagency cooperation requirements: The change would not alter existing requirements for federal agencies to cooperate on actions covered by section 304(d) that involve undersea cables in a national marine sanctuary
  • Remove two special-use permit restrictions: The bill would remove paragraphs (2) and (3) of section 310(c) of the National Marine Sanctuaries Act and renumber the remaining paragraph. The text does not specify the former requirements in those paragraphs
