Northwest Energy Security Act
- Follow the 2020 river operations plan: The Secretaries of the Interior, Energy, and the Army would have to operate the covered parts of the Federal Columbia River Power System according to the reasonable and prudent alternative in the September 2020 Columbia River System Operations Environmental Impact Statement Record of Decision
- Allow limited changes to the plan: The Secretaries could amend the 2020 plan and operate under the changes only if all three determine that a change is needed for public safety or transmission and grid reliability, or that the requirements it would remove are no longer warranted. This would be the only way to operate inconsistently with the plan
- Require a new law for certain changes: A proposal to restrict electricity generation at an FCRPS hydroelectric dam or limit navigation on the Snake River in Washington, Oregon, or Idaho could not proceed without specific authorization in a federal statute enacted after this bill. The provision would not interfere with operation, maintenance, or capital improvements needed for authorized project purposes
