- Require NSF to map fleet needs: The NSF Director would have to prepare a plan assessing each vessel’s telecommunications, networking, and cybersecurity needs. The plan would also estimate equipment and personnel costs, how long upgrades would take under different funding levels, and opportunities to share solutions or services
- Plan how to cover upgrade costs: The plan would include a spending plan for the National Science Foundation, the Office of Naval Research, nonfederal vessel owners, fleet users, or some combination of them to cover the identified costs. It would also estimate how those costs could affect daily charter rates
- Consider research and crew needs: In developing the plan, the NSF Director would consider network capabilities for scientific data transfers, remote research and repairs, and communication services for people at sea, including telemedicine. The plan would also consider cybersecurity standards, training, security incidents, and requirements for controlled unclassified or classified information
