Generative AI Terrorism Risk Assessment Act
- Require annual threat assessments: DHS, consulting with the Director of National Intelligence, would assess terrorism threats involving generative AI. Each assessment would review the previous calendar year’s incidents involving efforts to spread violent extremist messages or help develop or use chemical, biological, radiological, or nuclear weapons, and recommend ways to counter those threats
- Share threat information across agencies: DHS would review relevant information gathered by state and major urban area fusion centers and the National Network of Fusion Centers, incorporate it into the department’s information as appropriate, and share information back with those centers. The intelligence community, the FBI, the Office of the Director of National Intelligence, and other relevant federal agencies DHS identifies would share related information with DHS
- Brief Congress and publish findings: DHS would provide each assessment to the designated congressional committees and brief them within 30 days. The public version would be posted on DHS’s website; it could not include information restricted from public release under applicable law, and an assessment could include a classified annex
