Anti-CBDC Surveillance State Act
- Bar CBDC development and testing: The Federal Reserve Board could not test, study, develop, create, or implement a central bank digital currency or a substantially similar digital asset. The Board and the Federal Open Market Committee also could not use one to carry out monetary policy
- Block direct Fed services and accounts: Federal Reserve banks could not offer financial products or services directly to individuals, maintain accounts for them, or issue a central bank digital currency or a substantially similar digital asset
- Block indirect CBDC offerings: Federal Reserve banks could not offer a central bank digital currency, or a substantially similar digital asset, to individuals through a financial institution or another intermediary
