Finish the Arkansas Valley Conduit Act
- Sets new repayment terms: The conduit contract would require payments equal to 35% of the conduit’s cost. If the Secretary finds financial hardship, the unpaid balance could be repaid over no more than 75 years with simple interest at half the Treasury-set rate; construction funding from an entity other than the Secretary would count toward the payments
