Protecting Students on Campus Act of 2025
- Make Title VI information easier to find: The Education Department would create and annually update a public awareness campaign about rights under Title VI, which bars discrimination based on race, color, or national origin in federally funded programs. Colleges participating in federal student aid programs would prominently link from their homepages to the Office for Civil Rights complaint page and post the campaign in busy campus locations and on high-traffic webpages
- Require complaint reports and oversight: Colleges receiving federal funds would report annually to the Education Department Inspector General how many Title VI discrimination complaints they received, what the complaints concerned, and how they responded. The Inspector General would annually audit institutions in the top 5 percent by per-capita complaint numbers, adjusted for student population, and study why complaint numbers differ between colleges and the Office for Civil Rights
- Track OCR complaints for Congress: The Education Department’s Office for Civil Rights would brief Congress monthly on Title VI complaints received in the prior month, how it plans to address them, related investigations, and how long complaints remain open. It would provide a written report at least 48 hours before each briefing, protecting personally identifiable information under applicable privacy laws
