No Immigration Benefits for Hamas Terrorists Act of 2025
- Bars attack participants from admission: The bill would make non-U.S. nationals inadmissible if they carried out, participated in, planned, financed, materially supported, or otherwise facilitated attacks against Israel initiated by Hamas beginning October 7, 2023. It would also bar members of Hamas or Palestinian Islamic Jihad, and expand the existing admissions bar to all members of the PLO
- Blocks immigration relief for participants: People who carried out, participated in, planned, financed, materially supported, or otherwise facilitated those attacks would be ineligible for any relief under immigration laws, including asylum and protection from removal to a country where their life or freedom would be threatened
- Requires annual reports to Congress: The Secretary of Homeland Security would report how many people were found inadmissible under the new provision and how many were found removable under the related immigration law provision
