ITS Codification Act

  • Establish ITS as a federal spectrum lab: The Assistant Secretary of Commerce for Communications and Information would operate the Institute for Telecommunication Sciences as the executive branch’s primary laboratory for research on radio emissions, spectrum use, interference, and sharing federal spectrum with non-federal users
  • Support emergency communication technologies: The Assistant Secretary, acting through ITS, would establish an initiative to support communication and tracking technologies for locating trapped people in places such as mines, high-rise buildings, and collapsed structures where conventional radio communication is limited
  • Assess needs and develop technical specifications: For the emergency-technology initiative, ITS would work with private companies and relevant federal agencies to assess technical and measurement needs and support technical specifications and a system for checking whether technologies meet them
