Muhammad Ali American Boxing Revival Act of 2026
- Create an alternative boxing system: Private-sector Unified Boxing Organizations (UBOs) could organize matches between boxers under contract with them, using unified rules and their own title and ranking system. They could operate alongside existing professional boxing organizations, but would have to meet the bill’s safety and other requirements and hold matches under the authority of a state boxing commission or a qualifying tribal organization
- Add medical safeguards for boxers: For UBO matches, the organization would have to provide at least two ambulances and two physicians, and a boxer who suffers a knockout would need another brain-health examination before the next UBO match. Boxers age 40 or older would also receive supplemental exams annually, including a chest X-ray at least once every six years; the bill also adds or updates medical examination requirements for professional boxers generally
- Set minimum pay and insurance: Promoters and UBOs would have to pay each boxer at least $200 per round. Each boxer would receive health insurance with at least $50,000 in medical coverage for match injuries and $15,000 in accidental-death coverage, with premiums paid by the promoter or UBO; UBOs would also provide coverage for training injuries
