Many transit agencies across the country are struggling with a shortage of drivers and skilled mechanics to maintain their fleets. While the federal government provides billions for buying new buses, the rules on how that money can be used for the people who actually run and fix the buses are much stricter. By increasing the training cap, this bill helps agencies invest in their human workforce, not just their vehicles.

If this bill becomes law, agencies will have more freedom to upgrade the skills of their existing workers as bus technology changes. If it doesn't pass, agencies will continue to face tight restrictions on using their primary bus funding for anything other than physical equipment, potentially leaving them with new buses but not enough trained staff to operate them.
