When less than 15 percent of a county’s land area is subject to that county’s real property taxes, the Administrator would reduce by 50 percent the estimated public-assistance-damage threshold for meeting the county per capita indicator of disaster impact.
The county per capita indicator is one measure used to evaluate local disaster impact. Lowering its threshold for certain counties could change how their estimated public-assistance damages are assessed.
