What the bill would do, and why it matters
Medicaid rules limit certain payments that states direct to health care providers. The bill would exempt specified payments for maternity, labor, and delivery services at rural, tribal, and other qualifying hospitals. The exemption would apply to covered services during rating periods beginning on or after July 4, 2025.

- Exempts certain maternity payments from limits
The bill would remove limits on certain Medicaid state-directed payments for maternity, labor, or delivery services furnished during rating periods beginning on or after July 4, 2025.
- Defines eligible hospitals and births
The exemption would cover rural hospitals, hospitals operated by the Indian Health Service or an Indian Tribe, and hospitals where at least 50 percent of births qualify. A birth qualifies based on the patient’s use of specified public coverage or services, or on the hospital’s uncompensated care costs for a patient without minimum essential coverage.
The bill would change how payment limits apply to certain hospitals providing maternity care. It could give states more flexibility in directing Medicaid payments to those hospitals, while also reducing the limits’ role in controlling those payments.
