What the bill would do, and why it matters
Cannabis may affect pain, PTSD symptoms, medication use, and other aspects of health. The bill would have VA study those effects among veterans with chronic pain or PTSD, then conduct clinical trials if VA says it can meet the requirements. It also sets rules for protecting participants and reporting the research.

- Study veterans’ cannabis outcomes
VA would conduct an 18-month observational study of cannabis use and health outcomes among veterans enrolled in VA care who have chronic pain or PTSD. It would review VA health and benefits records, compare outcomes, and survey veterans who sought VA care for either condition during the five years before the survey.
- Begin clinical trials if VA is ready
If VA reports that it can meet the requirements for clinical trials, it would start a series of trials within 180 days of that report. The trials would examine cannabis for veterans with chronic pain or PTSD, including different forms of cannabis and plant varieties with different THC-to-CBD ratios.
- Protect participants and study data
The study and trials would include veterans whose demographics represent the U.S. veteran population. VA would preserve and register study data in a clinical-studies database, anonymize it so it cannot be traced to an individual, and ensure participation does not affect a veteran’s eligibility or entitlement to other benefits.
- Report on research and safety
VA would report to the House and Senate Veterans’ Affairs Committees on the initial study and on whether it can proceed to trials. During the five-year period beginning when the trials start, VA would report at least annually; it could end trials if it cannot meet clinical guidelines or determines they pose excessive risk.
The bill’s stated purpose is to study both positive and negative health outcomes linked to cannabis use among veterans with chronic pain or PTSD. The research would examine potential changes in medication and alcohol use, symptoms, quality of life, and other health outcomes.
The results could inform what VA knows about those outcomes and whether it can safely conduct clinical trials. The bill also directs VA to consider participant risk and allows it to end trials if it determines they pose excessive risk.
