What the bill would do, and why it matters
Federal contracts can require contractors to make plans for subcontracting work. The bill would require the Small Business Administration Administrator to review a portion of contracts at each federal agency for compliance with those plans. It would also require reports on compliance, efforts to understand noncompliance, and follow-up actions.

- Review subcontracting plans
For each federal agency, the Small Business Administration Administrator would have to review at least 10 percent of contracts entered into for a fiscal year for compliance with their required subcontracting plans. The reviews must cover different types of contracts and plans.
- Expand subcontracting-plan reports
A required report would describe, by federal agency, contractors’ compliance on each reviewed contract. It would also describe the Administrator’s efforts to understand noncompliance, the number of reviews conducted, and any additional actions taken.
Subcontracting plans set expectations for contractors on subcontracting. The bill focuses on checking whether contractors follow those plans and documenting noncompliance and follow-up, which could give the government a clearer basis for oversight.
