WHAT IT DOES

What the bill would do, and why it matters

BASED ON THE TEXT AS INTRODUCED
tl;drWRITTEN OCT 4 FROM THE TEXT AS INTRODUCED

Medicaid covers transportation to medical care and applied behavior analysis, and states need to verify that covered services were provided. The bill would require states to use electronic verification for those services starting January 1, 2027, with an exception for states that already require such a system. States found out of compliance would have to submit a plan to correct the problem.

  • INTRODUCED ONLY This bill has been introduced and possibly referred to a committee, but it has not passed any vote. Most introduced bills never become law — they die in committee without a hearing.

WHAT IT WOULD DO · 3 PROVISIONSINTRODUCED IN HOUSE
  1. Require electronic service verification

For Medicaid non-emergency transportation and applied behavior analysis services furnished on or after January 1, 2027, states would have to require an electronic system to verify that the services were provided.

  2. Set a process for state noncompliance

If the Secretary determines a state is not complying, the Secretary must notify the state. Within 90 days of receiving that notice, the state would have to submit a plan showing how it will comply within one year after receiving the notice.

  3. Protect states with existing systems

A state would not have to follow the new requirement if, when the subsection is enacted, it already requires an electronic system to verify these services and continues requiring that system.

THE CONTEXT

The bill's stated purpose is to promote electronic verification of these Medicaid services as a tool to prevent fraud. Verification could help confirm that billed transportation and applied behavior analysis services were furnished; the text does not provide an estimate of fraud or savings.
